I would like to know if there is a tried and true way to look up the owner of a cell phone number?

I really wanted to use a site like this but they all say the same thing about the fact that the report ‘may’ give you owners name, address etc. So, even though they list the ‘owners name’ as one of the things that you get when you pay your fee of $14.95 it may ony give you things that you don’t need like what cell company the person is with (what good would that do).
